How do i stop my neighbor from using his remote on my device to mess with me.

First thing I would do is change the password on my local wifi network.

I am curious as to how your neighbor was able to pair his remote to your device.

I live in a group home and we use the roku app on our phones and this is how one of my room mates prank everyone I have to let staff know that I don't want anyone to mess with my tv we all have roku tv's

sadly yes and there is no way to change the wifi password or block access roku app on said device on our TV roku needs to make an Mac address block out system like how some game company's can hardware ban a device based on ip address

Or you can buy a cheap (travel) router and use it as a bridge.
