RokuDanny-RRokuKariza-D I'm having the same issue with a new Roku Express 4K+ I just got in the mail today (SN: S07P2166KADX). I have already tried unplugging the Roku device, removing the batteries, and pressing down the reset button on the remote for 30+ seconds. The Roku device is blinking blue, and the remote is blinking green, but the TV is stuck on the "Pair your remote" page.
RokuDanny-R RokuKariza-D I wanted to add, I did try downloading the mobile app, but am unable to find my Roku IP address. I suspect it's because I haven't set up the Roku yet so it's not connected to my WiFi.

For anyone who is curious, this is all the "help" I received. I've responded and there was no follow up. I am disappointed to say I'm returning my Roku. I had high hopes for this product but it seems like the 4K+ Express isn't it

This could happen due to an interference issue with the other devices connected to your network.

How can I return my Roku express 4k + if I purchased it directly from Roku? Tried everything and still can't pair the remote. Obviously the product is defective or just poor quality with so many complaints being posted here. Makes me apprehensive about ever buying anything directly from Roku ever again.
