Roku Express ends up stuck on a purple screen with the roku logo in top left corner

I just got this Roku express, I plug it into my tv and plug it into the outlet and immediately it gives me a message saying error 03 unable to update software, and then I select the option that says set up network. Then it goes to a blank purple screen with the roku logo in the top left corner. I've tried unplugging eveything and plugging it all back in several times and it does this every time. My wifi is provided by the apartments I live at so I can't try unplugging the modem unfortunately. Is there any way to fix this?

Software update should not be the first thing you see when installing a new unit -- it comes later in the setup process.  I suspect you were given/sold an Express that was partially set up then returned to the store.

I'd suggest doing a Factory reset to clear everything out.  Find the reset button (either an actual button or behind a small hole, accessible by the end of a paper clip).  While plugged into power, press and hold the reset button for a MINIMUM of 30 seconds, no matter what you see on the screen.  It should then restart and let you set it up like a brand new unit.
