Has the method for selecting a 3rd party screensaver changed?

So on my Roku 4K stick running 13.0.0 I have Settings>Theme which allows me to change the screensaver to a 3rd party.  On my Roku TV the Theme option is no longer available and seems to be replaced with Wallpapers & Themes. When I go down that path I can no longer select the 3rd party app to be my screensaver.

Has something changed that I missed? According to this Roku Support page the option should still be under Settings:
