Unfortunately, different channels/apps handle the CC positioning differently. Most of the ones i watch are on the bottom, but there are a few at the top. (Sling Freestream being one of them). I normally just disable them on those because they are distracting.
You can try contacting the developer of the channel/app and voicing your concern there as they are responsible for that. Which channel/app are you seeing it on?
