Looks like the TV is in "Store/Demo Mode"
If this is a RokuTV, you will need to Factory Reset it and select "Home Mode" during setup.
Settings/System/Advanced System Settings/Factory Reset
If this is not a RokuTV, use your TV remote (not the Roku remote) and see if anything under your TV Settings allows you to toggle between Demo and Home (or something similar.)
