The volume on my Phillips Roku Tv is too high. When using the controls to lower it down to 1 its still to loud. I feel like I've tried everything and can't get it back to a normal volume.

That sounds like a hardware problem that Philips would be responsible for, but before you contact them, have you tried to perform a "System restart" from Settings->System->Power?
