It seems to be caused by those channels missing in the guide that gets downloaded when it connects to the Internet. Definitely a bug, but will Roku ever fix it? Some have been able to enter a different nearby ZIP code to get it to download a different guide that has the missing channels.
I've been changing Zip Codes and occasionally get 18.9 to appear but lose 18.8 and others.
Selected 18.8 and got it to view once but usually its a black screen. I'll keep trying other Zip Codes and get different results.
As an old electrical engineer I cannot understand why it will not show any OTA channel (weak or strong) available from the antenna.

All I can say is that if you disconnect the TV from the Internet you'll probably be able to receive all the channels that it can pick up. I prefer to use "smart" TVs (Roku or otherwise) as dumb TVs with a separate streaming device connected because of issues like this.

It's just this is a ROKU TV and it's inconceivable to me as an Engineer that I would be content with a product that I have to "Dumb Down" and add a ROKU device to see all the OTA channels available. I have added an Sling AIR TV 2 (which DOES receive all the scanned channels) to see the lost channels on Sling.
Not a good solution but I can at least see my lost local channels at home AND when I'm on the road on Sling.
