Cannot get activation code or we code for new tcl Roku tv

I have a new tcl Roku tv and cannot get a activation code or QR code from Roku 

spent 5 hours on phone with tcl and Roku 

tried rebooting many times complete install many times 

tried rebooting network many times

tried everything on chat group and internet but still no success

tv hooks to internet but never sends me activation email

tried different email addresses and different internet sources

any help would be appreciated
