Star+ is not available in the US and I am guessing that the US currently accounts for the majority of Roku subscribers. (Does anyone know of a breakdown of roku subscribers by country?)
Roku does support ~12 countries in Central and South America, but not all the countries that Star+ supports. It may not be an optimal platform for Star/Disney to focus on at this time. It may just be a business decision.
