Is it a 4K tv? Check the TV settings. Apple TV wouldnt stream until I set it at 64 fps HDR
Set HDR to 64 hz on the 4K tv. Solved issue instantly
See my post re 4K tv settings
sorry not Hz but fps
I also had the issue of Apple+ TV not playing 4K/HDR content via my Roku (4 Premier). I always got the message “Video is not available, try again in a moment”. Tried the uninstall/reinstall nonsense to no avail.
I finally found the problem. I'm using an LG OLED TV and in the picture settings for the TV there is an option called "HDMI Ultra Deep HD Color". This was enabled by default on HDMI 1 of my TV. Turning that option off immediately solved the problem with Apple+ TV. It now works properly via my Roku to the LG OLED TV.
I hope this is helpful to others.

Changing the display setting on the Roku Ultra from "Auto" to "1080p" resolved the problem. The issue stems from the fps at which Apple is transmitting its 4K video signal. Most current devices like the Roku Ultra are not compatible, even if they work with 4K. The 1080p display solves the problem.
I’ve an LG TV and experienced the same problem. I made two changes on the TV before Apple TV worked
1. I disabled HDMI Deep Color
2. I explicitly picked HDR as the picture mode.
Same here with Roku Express 3930EU. Was OK until the software was updated to 9.30 build 4194-AE three days ago.
