I think you misunderstood. The special is on Netflix. The Roku app for Netflix is misbehaving when viewing that show (the Chris Rock special), which was their first live event, but is now available on demand/pre-recorded.
The reason Apple TV (the device/hardware NOT the network) was brought up was for comparison to Roku. On the Netflix app for the Apple TV device, the same special can rewind and fast forward normally, and also has more content. The Roku app functionality on Netflix is crippled by comparison.
