The Twenty-First Century Communications and Video Accessibility Act (CVAA)

CVAA focuses on modern communications, updating federal communications laws to improve the access of persons with disabilities to modern communications. It requires that any video that previously aired on television with captions must also include captions when it gets streamed online. This act bridges the gap between traditional and new media, reflecting the evolving ways in which audiences consume content.

The movies shown on Movieland are so old, they likely were never shown with captioning in the first place, And it would be near impossible to determine in any case.
