Remember, first and foremost, Roku is an advertising company. That's how they make money. As long as ads conform to Roku policy for content, Roku has little control over third party ads. If the advertiser wants to run the same ad five times in a row, that's what you'll see.
When something is ad-sponsored, remember who's selling, who's buying and what is the product. Roku is the seller, the ad companies are the buyer, YOU are the product. Every show you watch has a target demographic, and that's who the sponsor is trying to reach (no matter how annoyingly!).
Your have already selected your best option: Never watch ad-sponsored content you object to. Better still, if you can afford it, pay for ad-free channels, and never watch ad-supported content again.
