I am having this issue with an episode of Army Wives Season 2 in AppleTV and an episode of Inkmaster season 14 in the Paramount+ app.
I've done all the troubleshooting tips, and I contacted Apple about it with Army Wives, and they tell me they have no control over Roku.
Sooooo. Roku says they have no control, Apple says they have no control... somebody is mistaken or worse.
It's not the biggest deal as I can watch AppleTV on my PC via iTunes or Paramount+ via their website (and the episodes play fine there) but... why does this happen? Even worse, neither company is able to fix it as they both deny having control.

We're sorry for the inconvenience that it has caused. This is not what we aim for. It is important to keep in mind that we do not program any apps for our channel partners. They will most likely provide a variety of app bundles tailored to the platform, and the channel partner is solely responsible for managing these apps.
Because there may be some instances in which the particular channel provider demands additional information or facts on the subscribers that we do not have access to, we recommend to our customers that they get in touch with the channel provider directly.
