Cypher looks like it has moved on from the Roku Channel. On my devices, says it is available on the free Filmzie Channel, but it is not.
Cypher was a Roku Channel exclusive, so don't really know why it would leave, unless it is going to be leased/licensed out to another channel.
The free content available on these Channels come and go, and will often return after a certain time. (content is licensed and made available for different time periods on different Channels)
