Press the Down arrow and a Subtitle menu drops down from the top of screen--you can then select language as well as turn On or Off!
This only seems to work if you’re using the Roku app on your phone, not the remote that comes with the Roku itself.

The answer is simply “press the down button on your Roku remote during playback to bring up the captioning options.” How is that so difficult?
It is difficult because it does not work for me. I am using a TCL Roku TV, and trying to watch Pachinko. I start the video, press the down arrow on the Roku remote, but do not get a screen with any options related to subtitles.
Also does not work when using the Roku remote app on an iPad.
