I heard Roku has several Chinese mandarin programs but I found none. I have read you could add streaming to services to Roku like Mandarin TV or some others but I have no idea how to. Can anyone help me?
If I search for mandarin in the (US) channel store, I find 3 matches (all some variation of ACTV). It might be helpful to also search for Chinese, China etc. since “mandarin” is a foreign name for a Chinese language. (China and Chinese are foreign names as well, but nothing at all shows up when I search for Chinese names like 普通话 or 中国.) Asian might be another word worth searching.
Here are a couple of channels that might be interesting:

Where are you located? Not all programming is available in all areas.
Here in the USA, I found the following channels in the Streaming (Channel) Store:
ACTV
ACTV LIVE
ACTV Mandarin
Innovative Language has several channels, but not Chinese.

you can install IOTV,

do a search for the tv station name, for example,
type in zhe, 浙江卫视, will show up.
type in pho, 凤凰卫视, will show up...
