When I was starting up my Roku it was asking for in email but I did that and couple of steps and it was asking for a credit card so got back on my Roku and there was no way out of activation email so Roku if you see this change this now🙏😡
I'm not exactly sure where you are in the process now, but you can create an account without a CC at https://my.roku.com/signup/nocc . I thought there was a way to skip the step to enter a CC during the normal account setup. You can also remove any payment method at any time.
If your Roku seems to be stuck waiting for something, try unplugging the power for a few seconds and plug it back in. If that doesn't work, try a factory reset using the reset button.

You have to have a Roku account, but you don't have to have a payment method attached to your Roku account.
