I was using the Roku remote and hand no issues with the TCL TV. Unfortunately the remote is lost. So I went to the TCL manufacturer's remote, which does not give me any sound. That's why I wanted to use a substitute Roku remote.
A Roku remote paired to a Roku device like your Ultra, can be programmed to control many tv brands by IR like TCL tv. This new Roku remote you're having trouble with describe it? First does say Roku tv on the front of it? Does it have crescent moon key on it? Yes, to one of those questions means this remote is Roku tv IR remote, useless on your Ultra Roku device. You need Roku wifi voice remote, this Roku remote has to be first paired to your Roku ultra, then programmed to control a TCL TV.

I'm a bit unclear. Did you mention the Ultra only because you were using a Voice remote that came with it, or is the Ultra actually connected to the TV and you want this second remote to control both the Ultra and the TV's power/volume/mute?

Yes I Have a Roku Ultra system, and was using a Roku Voice Remote Pro until I lost it.
I have another smaller Roku tv in another room. I was hoping that remote could be used on my main (TCL) TV.

Sorry, didn't catch that this second Roku remote is from a Roku TV. It can only be used with a Roku TV, not a separate Roku device, because Roku TVs use a different set of control codes than separate Roku devices do. Plus, they have no codes for any other TVs.
So you can use that other remote with the Ultra okay, but have not been successful in getting it to conrtol the TLC power, volume, and mute functions? Possibly the older remote does not have the non-Roku TLC infrared command set.Have you tried to set it up using the CEC commands instead of infrared to see if the TLC supports them? Many TVs, even those with some CEC support, do not respond to the full set of CEC commands. To see if your TV supports the power, volume, and mute CEC commands used by Roku and thus set the remote up to use CEC commands, go to:"Settings > Remotes & devices > Remotes > √ {Your current remote} > Set up remote for TV control > CEC setup"... and follow the prompts. If the required CEC commands are not supported by your TV, it will let you know it failed.
