Okay! Roku and TCL don't seem to care about the audio issue with the eARC/ARC with some of its customers are having. I got my eARC/ARC working again like it supposed to. And I got it working, through a little luck and lots of determination. The solution for me, was to change the HDMI wire until one worked with both my Sony Receiver and new TCL 65" Q7 TV. Now the audio from the TV installed apps, like Netflix and Amazon Prime goes back to the receiver encoded (Dolby Digital+) as is from the source app and it sounds great. The fix to the eARC/ARC audio issue, may have been because I replaced the 4K/60Hz HDMI wire from Amazon with a HDMI 2.1 cable that is compatible with my new TCL Q7 TV. And yes! CEC is enabled on both the TV and Sony Receiver. So, if you are having the same issue with the ARC TV and AV device. You may want to give this a shot before putting your foot into your TV or drop kicking your receiver out the window. Good luck!

really upsetting that there still isn’t a solution to fix this issue, feel like i’ve tried everything at this point.

I am disappointed it my solution did not work for you. I suspect you're like me and want the stuff you paid for and advertised to work. Maybe you can try what once worked for me and then it stopped. Disconnected all the equipment HDMI cables and power to all the connected equipment, wait a few minutes and then reconnect everything.

Having the Roku tv and Soundbar or avr connected to one another via ARC/eARC is a must. And having CEC turned on is another. But what is most important is having the components recognize each other as CEC device is what gets it to work properly. Refresh the cec devices in the Roku tv menu.
settings> system> control other devices> search cec devices> follow prompts

I hope this helps at least someone, my vizio soundbar that has been hooked up for years and working fine decided to stop allowing volume control but it still worked at the last volume and via soundboard remote. It wasn't showing up in cec and volume control was inactive.
After a bunch of trial and error. What I did was unplug both the soundboard and tv from power, while still connected via eArc and pressed the power button for 15 seconds on both tv and soundbar to drain out any residual power. Plugged them both back into power and miraculously it worked immediatley
