I am having the same issue and would like to find a solution.
TCL 50” Roku TV , model 50S535
Roku device model: A118X
serial number: X00300TSS90L
device Id: S05MY09SS90L
software: 10.5.0, build 4201-88
the tracker ID option does not work. The volume goes from 0, 2, 6, 10, 14, 18…..
I have connected the Visio V51 via the eARC hdmi setting. The sound works just fine and the connection was easy, but unable to truly adjust the volume like I would like.

Fix for me. Called TCL support and did the procedure below and it fixed it.
Remove battery's from remote hold power button for 15 seconds.
Replace battery's
Unplug power cord to soundbar for 30 seconds.
Plug back in
Now it works 1 number instead of 3!

Nope, no workey, unfortunately, this is a bug /oversight in the built in functionality of the TV set when using a soundbar system. Which in my opinion is the dumbest most obvious thing to overlook. It completely eliminates the ability to fine tune the volume level, you either get super loud, or unable to hear levels.

Ya, the battery ‘trick’ did not work at all either. It’s a shame. The soundbar remote works by 2 increments, so a little better. But the Roku remote that handles Everything should be able to keep volume levels normal.
It worked just fine when I had my previous soundbar connected, but upgraded to a better soundbar system and now it’s too loud or too soft. - rlavigne4 years agoChannel Surfer

Update, went back to 3 after restart

So I wanted to send an update on what worked for me. Turns out a firmware update for my Vizio 5.1 soundbar did the trick. The system was on version 2.0.1.6, but have now updated to 2.0.3.0 and it works much better. Now my Roku remote follows the Vizio remote with the volume going up in increments of 2. I can deal with that.
So I would look to your soundbar support page and look to upgrade your firmware.
