Roku stuck on a bouncing logo screen
Settings is impossible to reach for me because I never get to the home screen. It's just the bouncing Roku letters and reset button doesn't help.

It's connected to the TV's usb port.

Have you tried connecting the Roku device directly to the power outlet and seeing if the booting loop disappears?

I left it plugged into the power outlet overnight and this morning it is still on the bouncing letters.
