Roku express not setting up

I am stuck on the set up. It'll connect to the internet and restart to download the update and then loop from there. 

I have tried restarting my router Ive tried a hotspot I've gone to a friend's house to try to set it up. The power bar is plugged into the wall outlet not the TV.
