This is a really frustrating limitation that seems some coding could easily resolve. I have loaded 349 pictures into a Stream after reading somewhere you could have 1000. I now understand (after going through thousands of pictures to pick the best ones), that the 1000 likely came from 10 streams of 100 photos in each. However, I DO have 349 photos in a single stream. I can see them in my account. The problem arises when the Photo Stream app will only play a fraction of them (and it seems much fewer than 100). Some times after a reboot, it seems to get more, but eventually it seems to rotate through 20-30 of the same photos.
Can the limitations be made more customer-friendly?
If not, can I "move" some of my 349 photos to new streams, or do I have to go through the upload them 20 at a time again while paging through 1000s of photos to find them again.
Please tell me there is a simpler way to get a potentially great feature working on par with competitors.
Thanks, Brad

Have same issue as well. I created albums from Google Photos to point to but it seems it only rotates around the same 30 pictures or so.
