I would suggest that Monster Vision might know what codes would work for their TVs. My guess is it's actually manufactured by another company with their label on it, so they would know what brand's codes to try.
So has anyone figured this mystery out?

I figured it out!
Turn on CEC on the Monstervision TV.
Program Roku remote for CEC
Choose Monivision for TV brand.
Roku remote controls volume, mute and will turn off tv to a standby status. To turn on the TV press the volume button.

You can't expect Roku to know the codes for every TV manufacturer there is. There are so many odd brands that are built under spec for someone else.
A quick web search found that Technosonic is the core for many "off" brands. I don't know if they are listed in the Roku remote list, but take a look and see if one of their codes work. Based on my search, Roku isn't the only brand that is missing brands like this. The Fire TV has the same questions for their remotes.
