Does Roku still sell a Battery Operated Remote with Headpone Jack?

The rechargeable Voice Remote Pro is the only one they now offer with a headphone jack. You might be able to find an older Voice Remote that had the jack, but odds are it might be used. I've never had any issues charging my remote that came with my Stick 4K+, and it holds its charge well in my suitcase between travel trips. 

Don't forget you can also use the Roku app on a phone or tablet and use a headphone on them.
