Whenever mine has issues like this, I just uninstall the SmartHome app, restart my phone, and then reinstall the SmartHome app. Usually connects immediately after this.
The answer to your question is that you do not have to be on the same network to view your cameras. You just have to be logged in to the Smarthome app.
