From what I remember with Win11, you could change the name of the devices under the Wireless Display using an "Edit" feature. (maybe right click).
I will be receiving a Win11 laptop tomorrow that will be replaced with Linux so will see if I can find a method that works. (unfortunately, I don't have any blank laptops today that I can put Windows on to test). When I used Windows, admittedly not since win7 regularly, I made all my changes in the registry (the registry will usually show you and do what you tell it to show and do), but there should be a option to still do this through the regular GUI.
In the meantime maybe someone can poke around their Windows and find this ability.

Also, what is the model number of your router? (perhaps I can find if this is also editable). Not all are.
Every Roku device I have appears on my network with the name I have entered as it's nickname under my user account settings. This can't be done on the device itself, you have to log into your Roku user account (https://my.roku.com) and edit them there. And I have edited the name before, then done a software update on the device, and the new name appears immediately.
I just checked on a Windows 11 laptop and all Roku devices appear with the name that I have entered in the Nickname field.

First of all, thanks for taking the time to explore my issue. Sorry for the later replay; I've been out of town.
I have made a step forward, but perhaps have also taken a step backward.
I double checked that I had correctly nicknamed and located the four Roku 3's in the Roku account. I rebooted the laptop, and when it came back alive ONE of the four Roku's in the "Cast" menu reflected the correct nickname; three did not, still showing "Roku 3." With the Roku Account open on my laptop, I also opened the Roku app on my iPad. There as well, the devices all reflected the proper nicknames. Back on the laptop, I clicked on the properly nicknamed Roku so as to connect to it. It would not connect. But on the iPad, it did connect. Finally, I checked --- as you suggested --- Windows Display Settings (Connect to Wireless Device) on my PC. There I found 2 of the 4 Roku's properly nicknamed.
Lacking any other troubleshooting steps, I may go around and reboot all the Roku's, restart the iPad, and again reboot the laptop. It appears the proper names are showing up slowly, with no apparent reason why they did not show up instantly, while the tried and true electronics cure for many problems (remove power, reapply power) is somehow making things happen.

Windows 11 laptop dropped off late so didn't have a great deal amount of time to mess with it since needed a quick turnaround for project tomorrow. (also does not appear display adapters are stored in registry any longer - at least from a quick glance.).
However, I was able to follow the standard method of changing nicknames on https://my.roku.com/account and they did populate correctly with the new name under the Cast/Display window under Windows 11. I did have to refresh the adapter a couple of times since I was using one of the Roku devices at the time so I think a simple restart of the Windows laptop would accomplish it immediately.
In the following images you can see I renamed (via Nickname) an Ultra and Premiere device to Curmodeon1 and Curmodeon2. [image 1 and image2]. In the last image posted, you can see they retain the Ultra and Premiere names as identifiers in my Account settings, but also reflect the Nickname. [image4].
Try going through the process in [image3] again and then restarting your Windows laptop. Also try atc98092 suggestion of performing a Software Update on the Roku device after performing the Nickname change. (Settings/System/Software Update).
