I purchased a Roku Streaming Stick Plus, connected it to my home Wi-Fi, but I cannot cast to it, as your device doesn't have a BBC Iplayer app I wanted to cast from my android phone.
When I press the cast button the Roku is not listed.
You don't "cast" to a Roku. It does support screen mirroring, which is what RokuEmmanuel-D is referring to. Roku devices are not the same as Chromecast, and doesn't support casting from a device to the Roku. The app in question will remain running on the phone and all control functions are still performed on the phone itself.
