15.0.4 test channels won't install

I have a 4802RW Ultra used for application testing which got updated to 15.0.4. None of the test channel links will install on this device. I have requested the install through the links multiple times this week, checked for software updates on the device and rebooted the device. After many days they still won't install. I have to resort to sideloading one channel at a time for testing. I have 5 channels I need to test with multiple versions and this is not a good situation.

Is there something blocking test channels on 15.0.4? Is there something different we need to do when setting up the test channels to allow them to load on 15.0.4?
