HELP! Got developer mode activated and then....

Went to the ip addy put in rokudev and my password, uploaded the file to install and then get that stupid screen with the digi sad face that says the address is either offline or moved permanently. 

Ive undone the dev installer then redid it and changed passwords and same thing....

Here's what I'm working with:

Model: 3960X-Roku Express

Serial: X0260042376D

Software Version: 14.5

Device ID: S0KC34D2376D

Independent Developer Kit
Roku Developer Program
Roku Direct Publisher

    I've never seen that message.  So it's not the problem where developer mode is getting disabled, correct?  Are you able to telnet to port 8080 and run genkey?
