Hi, suebhoney.
Welcome to the Roku Community, glad to have you here!
Thanks for sharing this issue here with us. We'd be more than willing to help.
Please note that your Roku TV system must be connected to the internet through Wi-Fi® for the automatic setup process to work. If you connect your Streambar and the setup process does not begin automatically, you need to use the on-screen instructions for a non-Roku TV system.
For more information, visit this support article: How to set up your Roku Streambar SE or Roku Streambar with a Roku TV system.
If none of these work, let us know, and we’ll dig deeper to figure it out. Hope this helps.
Best of luck,
Emman

I did all that. I had another device using the HDMI3-ARC input. I took that out and removed the "definition" of it. I'm wondering if I need to turn the tv off and unplug so that it gets that totally cleared out it's memory?

You have to have the Streambar SE plugged into the HDMI-arc input of the Roku tv. Then using the Roku tv remote go into the Roku TV settings an update hdmi-cec devices connected to it. If you want to use the Streambar SE only for sound, put away its remote, only use the Onn Roku TV remote.
Make sure the optical cable is disconnected when use the arc input.
