It looks like you are having an issue with the quality of the videos when watching content on YouTube.
To confirm, is that the only affected app, or have you tried to check the other app to see if it is doing the same thing?
In the meantime, try restarting the system of the TV by pressing Home > Select Settings > Select System > Power (if that option is not there, skip to the next step) > System restart.
