If your Roku account isn't associated with Canada, the only way to fix it is to factory reset your Roku device, create a new Roku account ensuring you're not using a VPN or anything that would mask your true location, and link the Roku device to the new account. I don't know of a good way to figure out what region a Roku account is associated with, but if you search Streaming Store for apps that are only available in Canada (like Crave) and they don't show up, you can be pretty sure your account isn't associated with Canada.
