Roku doesn't give any kind of useful information on those error codes other than this:
How to connect your Roku® streaming device to the internet using Wi-Fi® or Ethernet | Official Roku ...
and 003 doesn't even appear. I think it's some kind of Internet connection issue, but I know that's not very helpful. If you can connect to a hotspot on your phone try that to get through the update. It's also always a good idea to reboot all of your network equipment (gateway/modem/router) whenever Roku devices start having strange issues.
