Scooby-Doo is a franchise currently owned by Warner Bros. Discovery. Roku cannot simply create a channel. Many of their FAST channels are from 3rd parties, and are often available on other services. SD is a very popular franchise, and I would guess licensing would be pricey. If a FAST channel is created by WBD, assuming one doesn't already exist, it would probably be available on multiple platforms and services.
