How can I use screen mirroring with an iPhone without WiFi. I’ve had several people tell me that it’s possible but I can’t seem to figure it out.

As @atc98092 mentioned, screen mirroring is available on Android or Windows but currently is unavailable on iOS or Apple devices.
You can use your iPhone or iPad to:
- Cast content from compatible apps like Youtube and Netflix to your device using those mobile apps.
- Display photos, videos, and music using the 'Play on Roku' feature built into the Roku mobile app.

I know of no way to screen mirror an iOS device to a Roku device. With Android, yes, but not Apple.

This is pretty lame on the part of Roku - had I known this ahead of time I would never have purchased a Roku smart TV. I just liked the Roku interface and thought they would be at least capable of connecting like every other smart tv on the market.

Place the blame on Apple, not Roku. You have to meet Apple requirements, and most likely it requires a fee. Roku wants to keep their prices as low as possible, so they don't license technology that wouldn't be of value to the majority of their customers. It's the same issue with supporting lossless audio, or installing Gigabit Ethernet connections. Just not cost effective for their overall audience.
Hmm - I can display photos and videos on my phone just fine. Why not other things?

iOS has never supported screen mirroring to a Roku device. Some specific apps on the iOS device have the ability to "cast" to a Roku, but not the device itself. There was talk about Roku adding support for Air Play 2, but so far nothing has happened.

Looks like that might be something recent. I don't need the function enough to bother paying for an app, so I didn't even look to see what the cost was. Just checked the iTunes store, and it's $4.99 there. But it seems the most recent reviews are highly negative.
