Casting from iPad. Does it transfer downloaded content or reload using new data?

After I have downloaded video content onto my iPad (Netflix etc.) using my data plan, does then casting it to the RoKu actually

-transfer that video file’s data from the iPad to the RoKu?

-or does the RoKu completely reload that content using even  more of my internet data?

I would really like to know the answer to this. Did you ever find out? I upgraded to the premiere just so that I could cast previously downloaded content on Netflix, to save our data limits. Since it is nearly impossible to use Roku without an internet connection, it's really hard to figure out if it is re-downloading the shows.
