What's the price range for a new channel/app?

I need a channel and looked at the materials but this is definitely out of the range of my capabilities.

Depends on the nature of the project. You will probably find people charging between $30 and $75 per hour. Depending on how complex the project is, your project might take 8 hours or it might take 160 hours. On average, I think 40 hours is a reasonable estimate for a completed channel with artwork etc, but again, it depends on the complexity of project. You will likely also have to provide xml data services on your end.
