Hai All
Is there any chance a user(having Roku 3) can face a launching issue of a channel which is built-in Roku 4?

This sounds like a developer issue. You should post those here:

But no, you should be able to build on any device and it should work on all of them. I've seen glitches on various devices, so that's why you should test on a few, but it shouldn't fail to launch.
