My Developer dashboard says "Roku Billing Initiated". However, it says "You have to be enrolled in Roku Billing Services to submit this channel for publishing." and the "Submit" button is disables so I cannot submit the public channel.

"Roku Billing Initiated" means just that. The enrollment process has been initiated, but not completed. You'll need to provide Roku with all of the requested details and documents (e.g., W-9) which are manually reviewed and approved. You won't be able to submit a channel that uses Roku billing until you've been approved.
