Roku Developer Program

I have seen claims that ROKU has special or partner-only SDK and APIs that allow creation of rich interactive apps. Is that a verified claim? I kind of find it hard to imagine that something like Netflix or YouTube is built with roScreen and Draw functions
Any one knows how can a company become a roku partner to gain access to that SDK?
