MP3 in an MP4 container?
Can Roku play H.264 video paired with MP3 audio in a VOD MP4 file? Is there official support for that? Maybe only on newer devices?

I don't know, try it and let us know. Probably won't work on legacy, might work on 5.x firmware

No. M4A is an AAC, audio-only, file.
