How to begin with RAF?

How do I get started adding RAF? Do I first have to be accepted into this advertising program?

I do not have an ad server but have been checking into ad networks for pre-rolls. Would like information on using Roku to place ads on one of my free channels and on one I am currently building (this one has a grid).
