I would like to know if I created a public channel on the Roku and inserted advertisements does Roku charge a fee?

Roku only "charges" for channels that use their payment system, by keeping 30% of the sales.

No. If you sell the channel through the channel store, using Roku's payment system, then Roku keeps 30% of the sale price (one time fee or subscription), otherwise they don't collect anything. If you offer a channel for free, and insert advertisements into the streams, they do not collect any money. If you offer the channel for free, but require a subscription on your website, Roku still doesn't collect any money. They only collect money if you sell the channel using their payment system.
