Remote works TV but won’t turn off Roku device

My remote works the TV great. I can access everything on the Roku. Only problem is that when I turn off the TV the Roku stays on. It is eating my data allowance!  How do I reset so that remote works both?

The Roku does not turn off; it's active whenever it's powered up.  Get in the habit of returning the Roku to the Roku home page when not actively watching something on the Roku. 

Roku also has a "Bandwidth saver" option that returns you to the home page if no user input has been received in four hours to limit unwatched streaming.  Settings > Network >  Bandwidth saver
