If I wanted to mirror my screen from laptop/android pc. I wanted to use miracast. But Roku becomes discoverable only if roku is connected to a AP. This is not required for Miracast. It is p2p0 over WiFi interface. Ideally android phone should be able to discover roku without (roku not connected to home AP) wifi.

Please fix this.

I doubt there's anything Roku thinks it needs to "fix".  You can suggest a feature, but don't get your hopes up:
