To address the 003 error, try connecting to a mobile hotspot if available to you in order to contact the update server. (then switch back to your regular network after completed.)
To address the restarting, try using a power adapter at the wall outlet (cell phone charging adapter 5volt, 1amp) if you are currently trying to use the TV's USB port for power.
