I’m mainly curious as to why this situation is happening.

I’ve had my Onn Brand Roku Tv unplugged for 24 hours…

From my experience the TV has to be connected to the same WiFi as the device you want to mirror. I’ll sign off the WiFi with phone and no options as it should, I sign back on and TV shows up as if it’s still connected to the WiFi - or there is still power going to WiFi module??
can someone explain this oddity?

If your TV is unplugged there's no way the Wi-Fi module is getting power. I suspect the phone is remembering the device from the last time (or it's a different TV entirely). What happens if you try to connect to this unplugged TV?
